Monthly Staggered Registration began April 1990 for renewals,
expire "06-90" to "05-91" based on owner's surname initial.
04, 10, 12 not used. "06-90" expirations could elect to skip
to "06-91". New registrations began 3/1/1990, using same
system, with fees prorated from 4 to 15 months.
